The Collapse of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the harsh reality of the outgoing year. By day, negotiation efforts are fought: optimistic declarations are released from different nations. Immense energy is devoted on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the primary tool for achieving "resolution".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a capability afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles flew past – modern combat jets delivered to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems activated: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely delivered by partner states. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly gives way to sober acceptance: possibly the hostile projectile won't strike its target this time, sparing the city from devastation and further power outages.

Persistent Threats

Following this, a heavy machine gun opened up on a aerial vehicle close by, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.

Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, damage and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those full day demonstrated Ukraine's vital need on external assistance – a need that regional partners are demonstrably unable to fill in the immediate future.

Unsuccessful Negotiations

The detailed framework from American leadership generated strong feelings, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new initiative from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, no doubt, continue.

Strategic Calculations

It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington works based on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is impossible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's occupied territories.

The issue is that while acknowledging this situation, US leadership does nothing to prevent Kremlin actions, through statements or actions, from believing that the status quo will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but averting a entire defensive failure until situations evolve in its advantage.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their attention does not move to internal issues. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a only one week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
